who is make project plan? customer or vendor

if i am customer and need finance application. i look for vendor to help me make finance application. who is make the project plan? me or vendor

Depends if the Vendor is doing all of the work, I would expect these three scenarios:-

A) You are doing the integration work on your systems (API, XML etc) and they are providing an off the shelf (OTS) product. Then Likely You.

B) You are doing some integration work on your systems (API, XML etc) and they are providing a developed / modified OTS product. Then Likely Both.

C) They are doing the integration (or using your already documented interface specs) and developing / modifying the product. Then likely Them.

It shopuld be part of the contractual deliverable to provide the project plan as one of the first deliverables.

The situations where the vendor would do all the planning are quite rare… There is always something for the buyer to do and that something requires planning. Maybe a simple plan, maybe a short plan, nevertheless a plan is needed.

Let’s take the scenario where the vendor does all the work needed to produce an application based on the buyer’s RFP, specs, etc.
The vendor will need to plan for their work, absolutely.
The buyer will need to plan for all activities needed to integrate the new application in the organization’s environment:
- User acceptance testing.
- User training
- Most probably business process and procedures changes to enable the usage of the new application
- Communication

Dependent on the type of contract, the buyer might be very interested in how the vendor is meeting the milestones in order to ensure that all the work which is dependant on the vendor’s deliverables can proceed as planned.

I do agree with Sorin. The vendor will create a plan for all activities within his responsibilities. Integration into the total programme, business project and all actviities not under the responsibilities of the vendor are the responsibility of you the customer.

As can be understood the plans and activities need to be aligned which is normally the responsibility of the customer

It will have to be the vendor, as you will be selling your project/product according to their needs, you have to present to them how will your approach be. The customer will basically state their need and you have to come up with the plan that satisfies/resolves it.
