Hi Luis,
Thanks for your question. I may not be able to answer this as a project manager but as a consultant, I believe i do my work to the best of my ability. I try my best to collaborate with other teams members (although it takes more than one person to to that). And I do respect my leaders so I also expect the same respect in return.
However, I like my company for more than just the reasons you stated above. I think work/life balance and benefits are a strong component of whether a person chooses to stay with their current company or not. Would you agree?

I would like to add flexibility...at the organization that I'm working nowadays flexibility to perform the job is key. Personally I enjoy this benefit, and promote it to all my team members.

Flexibility to work from home if there is a bad storm coming or I have a technician coming to my home to repair something.
Flexibility to leave early or arrive late if I we had a doctor appointment or some personal topic.
I can write a full word document with Arial 9 font with all the work/life balance or flexibility that I have today...did I mentioned unlimited PTO's?

Out of all the things I listed, the only things I would care about is medical and dental. It's very possible that other people would care about the other things I listed.
In terms of "Importance of work environment", the three items you listed were pretty spot on.

Thanks for sharing your thoughts on this topic
I can with some certainty, that most in the Canadian Federal Government join and stay primarily for the first rate pension. This is an important criteria to consider when 60% of Canadians have no pension plan.
There are many other tangible benefits as well that makes employment here attractive as well. Aside from that, I would have to say for myself, the work environment and people I work with are at the top of the list.
