I can with some certainty, that most in the Canadian Federal Government join and stay primarily for the first rate pension. This is an important criteria to consider when 60% of Canadians have no pension plan.
There are many other tangible benefits as well that makes employment here attractive as well. Aside from that, I would have to say for myself, the work environment and people I work with are at the top of the list.

I would also see that people are not underemployed. By that I mean that they are full time and secure in their jobs. Also that their role on the project team is not junior to them and that their level of skill and experience is matched to the level of responsibility and trust bestowed upon by the project manager. Once a project team is in full motion, the the project manager can go about getting with their own role. However getting the project and project team up on running is the most time consuming part of the job for the project manager. Anything that interrupts the continuity of the team can slow down the ability of the project team to do its job.

Dear Luis and other contributors to this discussion, Good discussion on the topic ! I do think that retention of the desired work force in an organization is directly related to the work environment that the organization ensures to its people, given that people are the organization's most important assets. This thought is more relevant during these times when the world and organizations are grappling with the Covid-19 pandemic. If the organization has provided all means and mechanisms to each and every employee to work with flexibility so as to be fully productive and work without fear of safety and health issues, the employees are likely to quickly catch on to the benefits and incentives being provided and remain loyal to the organization. Mr. Luis , it would be much easier if you could elaborate on " Importance of the work they perform". I am one the victim of not being recognized beside fully performing at my task.
