What is difference between project planning and project control?

What is the difference between "Project Planning" and "Project Controls"?

I believe, "Project Planning" is part of project management, which relates to the use of schedules such as Gantt charts to plan and subsequently report progress within the project environment. Project planning can be done manually or by the use of project management software. While "Project Controls" are the data gathering, data management and analytical processes used to predict, understand and constructively influence the time and cost outcomes of a project or programme; through the communication of information in formats that assist effective management and decision making.

If you agree with the PMI´s way to perform project management then my recommendation is going to the PMBOK and look the definitions there. You can see all related to plan in page 82. You can see all related to control a project in page 105.

A project plan is a model of the process that the project team intends to follow to realise the project objectives. It brings together a number of important aspects of this process including its scope, timing, cost, and associated risks.

Project planning is thinking ahead what you intend to do (e.g. planning to drive from home to work, which time, which route etc).

Project controls is - while you are doing what you planned for - adjusting your actions so the plan reflects reality and you still reach the project goals (avoiding a traffic jam, passing by slow traffic, replacing a flat tire, ..).

In my opinion:
- Planning the project is choosing what you will do to achieve the objectives (what concrete actions you will take, the people and resources you will use, the time it will take and the cost required to carry out those actions, the positive and negative impacts that you will have will follow the actions you will perform)

- Controlling is to check if the actions are being carried out according to what was planned and if the results correspond to the desired to achieve the objectives.

To put it simply, "Project Planning" is setting the targets for the project (scope, time, cost etc.). "Project Control" is everything that you do to measure where you stand vis-a-vis the target and likely corrective action to be taken. Overall, "Project Controlling" is the set of activities to ensure you achieve the "Project Plans".

Project planning is working out what you will do.
Project control is making sure that you are doing what you are supposed to do.

Project Planning addresses the questions of "What", "When", "Where" "Who", "for Whom", "How", and "How Much" when you start to do any tasks. Project Control will help to ensure that things are executed as planned and in control, objectives are achieved, and any issues are processed. Project Planning and Project Control are carried out hand in hand through out all project phases.
