How to use PM tools for an ongoing project, that does not have deadlines?

I work at a nonprofit law firm and we are implementing PM to manage our campaigns. However we do not have set deadlines. Any tips/tools?

Thank you all for the helpful responses. I have asked the same questions, in regard to whether or not it's a project. But since many departments are involved, components to track, and oversight required, we are choosing to use PM tools to do so. I'll check out Trello!
