Is the Project Charter a Contract?

A Project Charter is not a contract in any sense of the word.

Rather, it is an authorization to mobilize resources and release funding in order to achieve an expected business value.

Project Charter cannot be viewed as a contract, as it lacks a lot of legal attributes and clauses that make a legal contract.
However, Project Charter is a mandate that authorizes a project manager to engage the required resources in the project. Project Charter is a formal document that is reviewed and approved by the key stakeholders of the project (e.g. Project Sponsor, Technical leads, steering committee etc.). This document identifies the key constraints of the project (scope, budget, schedule) and gives a PM an authority ty to formally commence a project.
