1-understand what a rule is. To understand what a rule is my recommendation is going to Ronald G Ross work.
2-rules determine the architecture of something so if you like to create a project management based architecture you have to determine the level of abstration you will address.

In my opinion, there are no hard and fast rules either explicitly stated or implied that will add value to the profession. Our body of knowledge is a “Guide” and that is true across all knowledge areas and processes. Your “expert opinion” based on due diligence and knowledge of best practices is your formula.
What would be an example of what you are trying to accomplish?

It seems to me you may be after more of a "playbook" of do's and don'ts about project management, but equally applicable to life in general. People would pay good money if you could create one!
The only rule in project management is there are no rules.
There are principles which might be broadly applicable but all practices, heuristics and other patterns are context specific.
Rules might exist within an organization or team - we would normally call these the policies, standards and working agreements that govern or constrain what we do.

I interacted with Mr Ross a lot in the past. I do not understand why other do not understand him. Believe me, rules utilization helps a lot to create architectures that best fit for new "buzzwords" like Lean or Agile. Him recent work deserve to be considered: https://busagilitymanifesto.org/. Just in case you are not able to buy the book my recommendation is taking a closer deep search into the internet because you will find seminal papers on rules utilization.

Thank you Sergio I’m not missing the point here then which I’m so glad! Also thanks for the recommending the link went on it, the whole manisfesto make a lot sense definitely, comprehensively articulated and looking at the clients base explains a lot!

You are welcome. Just to add information, while I know is not about you asking, what works and is the basement to use agile inside organizations is what this people call "Core Concept Model Diagram". The key of agile is the enterprise architecture. So, this is a model that works, no matter you can find other inside the agile/agility definition stated in 1990.
