SAFe 5.0 release is coming out on January 7, 2020. There are many changes. Amongst them is in the core Competencies. Competencies have increased from 5 to 7. The new competencies are Organizational Agility and Continuous Learning Culture. A major overhaul has been given to the original competencies as well. Competencies are a set of related knowledge, skills, and behaviors, which together enable enterprises to achieve business agility by delivering the best quality and value in shortest sustainable lead time.

Original Competencies:
Lean-Agile Leadership - Leadership are the main drives that sustain organizational change. They empower individuals and teams.
Lean Portfolio Management – this is where the alignment between the strategy and execution happens by applying Lean and systems thinking approaches to strategy and investment funding, Agile portfolio operations and governance.
Enterprise Solution Delivery – this is where the Lean/Agile principles and practices are applied to the specification, development, deployment and operation.
Team and Technical Agility – this is where the team applies Agile principles and practices.
Agile Product Delivery – based on the premise that a product has to be customer centric. The approach is to defining, building and releasing a continuous flow of products and services to customers and users.

New Competencies:
Organizational Agility – this is where Lean thinking and Agile teams optimize their business processes, adapt quickly the organization as needed to capitalize on new opportunities.
Continuous Learning Culture - this is where a set of values and practices encourage individuals and enterprise a to continually increase knowledge, competence, performance and innovation.

Organizational Agility and Continuous Learning Culture are now part of Portfolio SAFe configuration.

Keep learning and keep reaching for the stars.

SAFe's patterns and delivery configurations fit certain organizations and product contexts but, like Scrum, if a team or organization's context does not fit those "cleanly" you are no longer aligned with the framework and there are risks of doing so.

This is the benefit of a scaling toolkit such as DA which provides a much greater volume of choices than that provided by most frameworks.
