Project Reopening Procedures

I had a project closed after a successful sign off. The project was to roll out an application to 2 clients. Now, after the project is closed, the sponsor / stakeholder, wants to roll out the application to 5 new addtional clients, since the product was good.
The question is, what should be my process.

If it is simply a product roll out then a new/reopened project isn't necessary. However, if any aspect of the product is being changed or enhanced then opening/reopening a new project (even temporarily) may be necessary. You will have to examine all aspects of the product delivery to make a decision.

For each new client, this could be a new project because it is introducing changes in the way that they are working . There could be legacy data migrations, decommissions, Business process changes which may be client specific.

As a supplier organisation , you could spawn a program of work to track implementation progress since it's a group of similar projects - similar in the sense that it's rolling out the same product - albeit perhaps to different industry sectors or clients.

Every client engagement has to be "Project Managed" from initiation to closure ". There could be requirements that the client may pay you to customize in the product , or there could be simply configuration requirements. It is better if each client is managed individually as a separate project.
