If you use the definition of quality as meeting the requirements for all stakeholders then safety is just another set of requirements.
Profit is important but can't be at the cost of quality as your short term gains would be wiped out by much higher costs of poor quality.

That is part of the organizational strategy and it will depends on the initiatives to put that strategy into action. Let me explain to you the rational:
Safety means the safety of the workforce, clean site, proper hazardous free walkways, proper use of protective personal equipment like safety shoes, helmets, googles, and others as necessary.
If you don’t have a safe site, things can get messy, you might have injuries which could affect your schedule and safety record, the quality will decrease as well so if I have to rank those items you presented, I would say:
1) Safety
2) Quality
3) Schedule
4) Profit

I would agree with Vladimir & Rami. Safety is Crucial in construction domain. If serious injuries or fatal accidents keep repeating then it would hamper the image of organisation and also Investors wouldn’t show any interest in your project. Saving Changes...
