I don't have a specific WBS for a strategic plan, but a quick search of the Microsoft Office template gallery has several project plans and templates for developing a strategic roadmap.
The nature of developing a strategic plan is very much proprietary to an organization so you may want to review strategic plan templates and build a WBS based on the sections in the document. These sections can have additional questions that can be treated as workshop sessions with your company's strategic planning team.
