As Verónica replied, the Status Manager in MS Project is task field related.
Microsoft defines it as "The Status Manager field contains the name of the enterprise resource who is to receive status updates for the current task from resources working in Project Web App".
I have never used it, but my interpretation is that the Status Manager for a particular task will received progress updates from the resources assigned to that task.

Status Manager, as least in my personal experience inside organization that used it, is the role that integrate all the data and create the status reports that are published to all stakeholders. So, always is at activity level. Saving Changes...
