In addition to checkpoint meetings, what else can be done to ensure that decisions being determined within individual teams are communicated properly? Even with tight project deliverable timelines, would integrated requiremement/design review workshops where all teams are engaged be effective?

interesting questions. In my experience will review meetings often end in challenging the decision and creating a new solution which does not always fit the budget .
A way to handle is to communicate the decisions as a kind of change requests and ask the other teams first an impact analysis of that decision on the work already completed and its future effect compared to the current budget.
Based on this you can determine the audience for a workshop or in some cases there will be no workshop necessary.
Furthermore I would at the start of the end of each phase, and most likely in the first phase of the project more often, have team present their solution, which aligns with your checkpoint meeting
