First off, is there a specific objective related to how much cost needs to be reduced? What is wrong with the current cost structure? Why does management feel reducing cost is needed? Where does it see the inefficiencies? What trade-offs are being considered in relation to the cost reductions (services, maturity, functionality)? How will cost reduction impact alignment?
What specifically are the shortfalls in the delivery process?
Without an Enterprise aligned set of objectives how will improvement ideas be evaluated? What is the context for knowing a good idea that improves alignment from one that just sounds like a good idea?
