establish a dedicated organization with commited resources

I am trying to form a Test Center of Excellence with committed resources to provide centralized testing services for in-scope Project support center (or PSC) applications.

Following are some of my thoughts on the concept.

This direction would support organization's JV Strategy, and the Business Services objectives, to be positioned to provide extended service and support to company's Businesses and Joint Ventures. Initially the focus may be on project support center organization, however impact on the non-project support center applications/projects should be considered and eventually incorporated into the scope of the TCoE. Once the center is developed and staffed, a few of the potential benefits would include:
? Delivery of a consistent approach to addressing test needs across PSC projects.
? Expertise can be established to support the various aspects of testing (i.e. the development of a strategy/approach, test automation needs, Testing Tool configuration/support, etc.) to increase efficiency and productivity.
? Members of the TCoE will have an increased opportunity to develop/expand their expertise in testing best practices, processes and tools. Career opportunities within the center could/should be considered.
? "Quality" related metrics would be more reliable and meaningful if consistent processes & tools are leveraged across the PSC.
