if you have set the processes based upon ITIL, it should be easy to utilize KPI's to determine compliance. recently implemented change management processes and are using our KPI reports to determine time compliance, validate proper chnage category etc. Saving Changes...

Sounds like there is a need for an internal audit and then perhaps an external audit. I've seen a couple of different variations, and I'm sure others will have recommendations to share.
I have seen an internal compliance department, which audits at a reqular frequency. They commonly look for documented outcomes of following the process. For example randomly checking 20 network accounts for access permissions and managerial authorization.
The other item I have seen is having an outside firm performing an audit according to best practices. The findings of the audit should be presented to the leaders of the organization as recommendation for needed changes.
