How can we most effectively and efficiently identify and deliver the Tech. Requirements from the Workstream Teams working on Blueprint? Please give me any thoughts.

Technical requirement as well business requirement could be gather with some standard template. I suggest you to involve continuously client/final customer stakeholders in this task to avoid left something out-of-scope.
