Can I ask what have you been using before in order to define you processes to date? Most times organisation already have all the information either documented or by local knowledge of workers and the order that these processes follow. All they need to do is right it down in a flow chart and do not actual need a Work Breakdown Structure (WBS) as this may cause confusion amongst people who have to use it. Remember their is no need to have everything 'organised' if it does not have any function.
Manufacturing is a process not a project, so are you referring to a WBS for the creation of a new laptop bag? Even still, as Targus has hundreds of such products already, I'm assuming you'd have a standard product development "playbook" which would cover 80-90% of the plan for a new bag - does that not exist?
You should review the guidelines of product development of your company to tailor an adequate and customized wbs for a specific product. Visio has an add-in exclusive for wbs creation and may help you a lot to develop the wbs template. Saving Changes...

@Daire Our company doesn't have a formal PMO or project management function. For all of our projects, we only use a detailed project schedule that is broken out into different phases/milestones with a list of activities that we need to accomplish.

It is a Work Break Down Structure by another name. All the information is already known, you just need a WBS template and transfer the information from one format into another. First the reason you are doing this will contribute to the format of the WBS. A WBS is about bringing a process into single identifiable tasks. A number of WBS template already exist on the projectmanagement.com website, it is a case of substituting in the information.
as the specific work packages for bags made by your company would be likely somewhat different than those for any other company manufacturing products, I'd suggest if there are one or two good project schedules for recent bag development projects, use those as a starting point to extract the work packages and then aggregate them up in a logical manner (e.g. deliverable-based, phase-based).
