1) Try and understand what motivates your People (intrinsic motivators) and assign tasks that can help them advance their careers or build new skills. 2) Identify skills gaps and arrange for training. 3) Have a one-on-one with under-performing team member and try to resolve issues . Escalate to line manager if not resolved. 4) Encourage team building exercises. 5) Bring in an external coach if required with Agile practices. 6) Provide an environment of Psychological safety and encourage the team to speak up and indulge in healthy , productive discussions. 7) Try different problem solving techniques.
All team member must be respective, not treat as a resource.

Sorry to disegree but there is nothing bad to call people resources because the term is taken from the economic theory. It has no sense waste time about it. Returning to the point you have to manage it as other type of resources. You can take a look to Goldratt's Theory of Constraints which is not his "invention", he took it from Operations Investigation Theory and you can find it inside Lean too.

Hi Margaret: In my opinion, in any/every industry, the best way to lead team resources is with respect, by listening to concerns and ideas, being a caring leader, creating an environment where creativity and idea generation is encouraged, celebrating wins/milestones, making sure your team has what they need to be successful - whether it is training, support, information, removing obstacles, etc.
