I am responsible for a program which consists of 11 projects. The Gantt Chart is dynamic and changing . The Gantt Chart is loaded on an MS EPM working in the projects portfolio mode and is 650 lines long. Rather than to have one person working on copying the changes onto this 650 lines Gantt Chart, I want to run this in a decentralized fashion where each project manager introduces his project's changes, Can this be done with MS EPM ? Are there other project Management software applications which enable such a decentralization ? Saving Changes...

MS EPM can handle this scenario, with a programme schedule containing a number of sub-projects each managed by different PMs.
A word of caution - whilst this can be done from the tool perspective, there is a need to co-ordinate the updates to the schedules, maybe through regular (frequent) planning meetings between all the project managers/teams. This will help to combat a perpetual ripple of change impacts across the whole programme. There is no substitute for face to face communication! Saving Changes...

Maybe I am missing something here, but the EPM is designed for precisely this application. If you are copying things onto the Gantt chart from somewhere else, then you are using the EPM tool as if it was the client version. When you spent the extra money for the Enterprise version, it was to get this very capability. Saving Changes...
