I'm looking for a recommendations from a recent scenario I witnessed - all constructive suggestions welcomed and thank you in advance!
Must a Project Manager know everything? Is it reasonable to expect so? How can Project Managers defend themselves against this?
In a meeting between the General Manager(the top guy in an R&D center), Marketing Director and Program Manager.
Program Manager: Why are you Marketing guys side-stepping my Project Managers and approaching their project team members diverting their work assignments?
Marketing Director: Project Managers are a waste of time, they can't give us the implementation technical details like an Architect. We have ideas and want a fast answer on feasibility. We need the solution even faster.
This is a governance issue which probably can be sorted out with modification to the communication plan.
1. Determine specific requirements of marketing teams on the implementation technical details. Incorporate a plan to report the same on an agreed frequency (once or twice a week)
2. Define a process for issues which require faster turnaround(the process should involve Project Manager as a critical step)
3. Report the number of exceptions taken by the marketing team (as defined in step 2) to all the Stakeholders with the impact analysis on the projects outcome.
4. Evaluate the resource requirement depending on the step 4 for Marketing team requests. Saving Changes...

You don't specify exactly in which phase your project is...but anyway
I suggest you to bring with you technical manager in that meeting so can he make short communication with Marketing (for quick answer).
Also be sure that all communication are shared with you (in anyway they happens...mail, call conference,...) to prevent unapproved change request.
