Both private and public service sector organizations face an ongoing challenge to determine whether functions should be performed internally or externally. While much is written about how to make this decision from an organizational strategic perspective, there are few guidelines for the project manager to use during the initiation and planning phases. Outsourcing is not always as easy as it sounds. Too often outsourcing decisions are made on the basis of past practices rather than assessing the current project situation.

Yes I agree that outsourcing is not that always easy as it sounds and it sometimes comes with a risk especially if you don't have enough information about it. You should know first what to outsource and then when to outsource. Outsourcing some of the projects can be a big advantage for a company especially when the business needs to focus more on the business core in order to expand and to be more successful.
