Can one argue that with unlimited resources, timelines can be pushed to the unimaginable? Is it feasible that all requirements have been correctly captured and/or delivered?
I have found when push comes to shove and something needs to done and completed by a fixed deadline, like minded individuals with congeal and come together, push the boundaries and dedicated themselves to seeing the project across the line. The project is not about work anymore but about some inward need and desire to complete the project at any cost. In these circumstances unlimited budgets and resources do not work in anyone's favor as they can cause more confusion and delay without reducing the workload. In the case of building a hospital, most of the work is spent on kitting out the hospital rather than the actual building of the hospital. In such instance, the hospital administration may elect to only get a few critical department open at the start such as accidents and emergency and X-ray and thus focus all their resources on these departments. It is a different scenario when it comes to opening wards as their is a legal requirement to have a ratio of skilled staff to patients. However this feat in Wuhan should be recognized for its accomplishment.

Eduard, Thank you for this post. I've been watching this with the rest of the world - it's an incredible feat. My husband is in the construction industry and we are marveling over what China is doing in such a short amount of time. Between his construction knowledge and my project management experience neither one of us can imagine what they are doing! What is not accounted for, is the design and planning that was done prior to construction start. What was ready before the crisis, we don't no. That I'm curious to know. Saving Changes...

While I did not see the video, It does not surprise me. For people who is interested in study the strategy behind the projects in China I encourage to serch from the point where China "left" comunism and "open" itself to the world.

Great definition. Just believe me, I know it very well, each of us have to take a closer look about the strategy China installed after they "opened" to the world. This type of things can be done in China because that strategy. There is no country in the whole world that can construct something so complex than that (I was in charge of project to create high complexity hospitals in lot of countries) with the quality they create this. The video is just the tip of the iceberg. While there are a lot of respectable comments in my undertanding and knowledge people have to deep drive in China strategy to understand why it was possible and they will modify the comments. And that has to be done independiently of the ideology. There is too much to learn mainly in the project management field from China.

Impressive, I would love to learn how they did it. Also not only the building but staff, interior, instruments, medicine etc.
I once read about a Turkish millionaire who died and in his last will he demanded that he should be buried in a mausoleum on a hilltop. He had to be buried withing 3 days and they managed to build the mausoleum, a street up the hill and organize for the funeral. I understand they spent a day planning.
