Every day ... something ... concrete is tested (not just spoken or planned); and the energy and impetus of the project grows exponentially
And if the little bit fails ... then let's go!
It's so obvious ...
But if it is so obvious, why are there so few good people / organizations in it?

Dear Luis, You are probably looking at all high performing individuals of universe working in the same organisation. Achieving something concrete really depends upon what you define as "concrete" in your organisation. Certain organisations (based on their business needs) may only look at process improvements or continuous improvements or implementing "BAU" changes as concrete. Some may include incremental innovation in addition to above as "concrete" in their definition. Some organisations can set breakthrough innovations or disruptive innovations in developing new products or achievements as "concrete". Based on the above, you may have to compare "apples" to "apples". Based on this, then you may have to again look at what do you mean by "falling". The definition of "falling" determines whether it is acceptable for that organisation or not. The current technology trends and maturity is making every organisation to think like what you have posted. But how to take off need to be thought through depending on assessment of internal skills and their service providers skills.

When I wrote: "something ... concrete is tested" it may be in the domains you referred to ... but, as it is small ... and if the little bit fails ... then let's go!
