I think you are trying to go down the "innovation " path . The "explore" and "exploit". Trying to build a Minimum Viable product (MVP) with some testable Hypothesis. IF it works, Bob's your uncle. If it fails you run the next experiment.
It's hard for an organisation to let go of it's baggage in terms of policies, procedures and hierarchies. IN order to experiment , the organisation needs to be able to take risks , sometimes there could be significant investment of money and manpower with little to no expectation of monetary gain. Most organizations follow the "bottom line".
The ones like Amazon and Netflix that dare to experiment and embody the "lean startup" culture, thrive and succeed.
Others attempt to break away from their mother-ship to start a separate "innovation" stream but perish because of a lack of strict adherence to the "lean startup" culture.

Another Luism. My brain hurts already. Hmm, when in doubt, go with the last statement. Why are there so few good people? Because humans are full of chaos, conflict and contradictions.

Experimentation goes well beyond the product - any time a team considers a way to improve their processes they would be well advised to test their improvement hypothesis via an experiment.

But yes, innovation/experimentation/creativity all important in the growth of an organization. There is a required culture to support though.
