PMBOK tools for each knowledge area should be used only if your project demands them (Project Manager has the tools but he decides which to use). Therefore, Safety Management and Environmental Managment, jointlly with their tools, should be added to PMBOK as separated knwoledge areas.

However, I think SHE affects to 'all industries and to all projects phases'. SHE is not only safety during executing process of the product (construction or manufacturing). In all projects, SHE also affects to the product itself (safety design, ergonomic design, etc.), to the Project team (occupational risk prevention, ergonomics and social psychology risks prevention (moobing, stress prevention, ...)) and to the environment (waste management, enviromental friendly design, etc.). And SHE is not only Safety is also occupational Hygiene management (illness prevention, etc.). However, people normally belives that SHE is only in relation with harazardous areas and high safety risk activities.
