2, 3 & 10. 3 will cover off a lot of the missing ones if you have the "right" people on the team, and #2 & 10 are critical for the "people side" of project management.

Dear Alexandre,

As a project manager I would pick the first three 1. Good Judgment and Prioritization Abilities 2. Effective, Efficient Communication Skills 3. Empowers Individuals on the Team. However if my job required me to deal with the business owner I would see have strong business acumen and the ability to strategize as being essential. The first three strengths are basic and essential skills that a project needs to have to be called a project manager. Making decisions, prioritizing, communicating and delegating are required in order to draw up a project management plan and execute it.
