Change Management Vs Configuration Management

The Change management deals with process, plans, and baselines, while Configuration management deals with product specifications.
Is either of these systems subset of the other?

I would say they will coexist in some circumstances:-
Example, if there is a change being performed which will impact an infrastructure piece like an application or web server - either the existing system is upgraded or new infrastructure is being commissioned (which are configuration Items) , then Configuration Management needs to be undertaken along with the associated Change Management.

Even if there is no change , even then an ongoing inventory of up-to date configuration - eg Patches or software versions installed on an application server needs to be kept up-to date.

Configuration management can be done for any type of artifact including product, product components, processes, documents, plans, and baselines not only for products.
Configuration management and change management are complementary topics.
Configuration Management (generally speaking) is the environment needed to apply Change Management process to admin all changes related to the organization (or project). You can find more reading the PMI´s "Practice Standard for Project Configuration Management" or by getting the IEEE Standards into the web (this are better references).

I'd suggest neither - the two are complementary to one another, and certain data might be shared between them, but I wouldn't replace one with another.

For example, a Configuration Management System might track multiple revisions of the design documents for a product whereas the Change Management System would track multiple change requests for the project to build or update the product.

Change requests might reference changes which drive the need to update design documents.

Also, remember that a Configuration Management System in a product-centric context might be used after a project is over to track small maintenance changes to the product, whereas a Change Management System might only be used during the life of the project.
