I will have a meeting with VPs and Directors, so I need to be concise, precise, convincing so that they are willing and supportive to us as PMO. This is a new operation, recently added to our supported group.

Portfolio Management = Optimizing the returns and strategic alignment of your project/program investments.

Program Management = Gaining benefits from management of integrated projects as a whole which couldn't be achieved through managing them individually.

Project Management = Increasing the level of predictability regarding project outcomes.

None. The only benefits that matter are those that will make the stakeholders that are hearing feel they are more rich with those items than without those items, where rich does not mean more money only. So, you need to make stakeholder analysis and to understand them before you trying "to sell" something.

I would suggest using very specific examples directly related to your own business.

If I learned one thing from all the paper writing I’ve done, it’s far easier to succinctly and clearly describe a specific example than the general case in the abstract when you have to define terms, compare, and contrast. Even if trying to describe the general case, examples help greatly so skip the general case and focus on the examples the stakeholders understand.

You can start with a very brief description of what is a project, portfolio, and program in terms of your own products. Then I would list individual characteristics and their benefits to you. These are quick statements: A characteristic of portfolio management is that you are trying to cover a defined market space. A benefit is that you ensure you cover everything while limiting duplicate effort across project teams. It’s like a job interview: Here is a skill I have. Here is how it relates to your job requisition. Quick statements that are easy to understand and deliver the punchline.
