I have been working with an IT department to develop their internal metrics.
1. Are there any available templates for documenting these metrics and how they relate to objectives? (I have the "what" just need a clean way to display it)
2. Anyone have a decent xcelsius template for display? Saving Changes...

I don't have a template for you, but I like drill-downs. Use a dashboard approach to display high-level status with the ability to drill down into more detailed reports. You can set this up easily in just about any platform, including excel.
In the case of excel, just set up navigation (via macros, etc.) on the dashboard to drill down to details on separate sheets, with navigation back to the main dashboard on each detail sheet.
