Hi Luis: It's something like exercise, food and sleep - we have to fit it in every day to be healthy. Between my regular job and learning it every day - I also try to spend time daily on this site, audio tapes and other learning opportunities daily. At least an hour a day, sometimes more.

Different types of learning. Learning through actions, such as reading, and learning through interaction, such as community involvement and work. Though can easily be overlooked, daily interactions with associates and stakeholders hold huge learning opportunities.
I currently have a handful of books in process or in-line.
In response to your questions;
I agree that continuous learning should be from both passion and responsibility. Regardless, there is a responsibility to our profession (whatever that may be). Passion, however, will make you like a sponge.
I don't count hours. Any CI is daily, some days more than others.

I have always said that project management is a iterative and incremental learning process and the desire not the need to continue further education in all aspects of project management is an essential quality of a experienced project manager. A quota system may work well for some people, but for me when I find a topic that I am interested in I normal devout a substantial amount of time learning and understanding everything there is to know about that topic. This way you only encourage your natural interest in project management. Also conversing with colleagues who are SME in a specific area also gives you further insights into specific topics that may not otherwise be covered by educational literature and workshops. As for your statement, consistent and planned, true learning comes from "love what you do".

Dear Luis,
For me I would not call it study and associated dedicated an allotted amount of time for specific areas of study. My approach would instead be based on areas of interest and personal growth. It would also leverage on my existing skill base and areas of expertise. It is different from taking exams of having to study something for something you may never use again. That is probably the biggest lesson I learned from University. So now I dedicate my time to areas where there is career progression, some aspect of Emotional Intelligence where you become more aware of your surroundings and the people that inhabit it and trends within project management but now always in that order.

Dear Luis,
You may see them as separate points but my original point is if you do not see work as work or study as study or education as education because you enjoy doing what you are doing then there is no reason to dedicate a portion of a day, week or month to study as it becomes something that you want to do not something that you feel you need to do. So early on in your career you may try a lot of different areas of work to see what you like and then when you find something that you like then that is where you spend most of you time.
