There is no straight rule, you need to use earned value analysis. You need to break down your work(i.e. design) in different parts and then define how much each part contributes in overall work. Once these sub parts are completed, you will come to know that how much has been completed.

Thanks for your clarification. Because of the new product development activity, initially i don't have any concrete data, such as so many SLOC/ELOC approx.
I will try to follow your suggestion by breaking in to small modules , Also i have started using EVA.
