I used (and I am using) KPI tied to BSC (Balanced Score Card). So, it is above projects or individual. is a simple method to link four views. Saving Changes...

A KPI is a generic term for any important measure which helps determine whether specific goals or objectives are being achieved, whether that is for project or operations work.
For example, a manufacturing plant might have a KPI for days without an unplanned incident - that is an operational KPI.
A PMO might use a KPI for return on portfolio investment which would be more of a portfolio management KPI.
KPIs are the small set of important things we observe to compare the project performance to the project goals.
With any project, there are a small number of critical qualities that determine whether things are going well or poorly. Sometimes we can measure them directly, such as whether things occur on-time. Sometimes they are difficult to measure directly, like whether the project requirements are correct.
To evaluate how well we are doing, we pick certain things we can measure to tell us about those critical few qualities. They can be a direct measure like how much money we have spent to tell us whether or not we think we will finish within our budget. They can also be some indirect measure like how the number of change orders can tell us about stable requirements.
Think of it like taking your temperature to determine whether or not you are sick. It can be very difficult to diagnose a specific illness, but a fever is an effective indicator of whether or not your body is trying to fight off a virus. Your health is the performance you are trying to monitor as to whether it is good or bad. Your temperature is a key indicator you can measure to know something about your health. Saving Changes...
