But at the end, what you are saying is "they need a PMO", isnt it? It has no reason to debate if a specific business unit (call it PMO in this case) is needed to allocate there the needed functions/process (project/program/portfolio management process) if the organization do not define it strategy first (strategy: the way an organization answer environmental stimuli through its functions/process in order to survive, growth and develop).
