Ethics during an Organisational Change project

During an organisational change project, you are managing one of the projects about tools and processes renewal. Still, you see that people affected by the change are not taken in the right account.

Basically, they are forced to adapt or invited to leave (once you heard a manager saying "shape up or ship out").

As you are not involved in the change management process, do you think you should provide some feedback to the change management team?
Or raise your doubt to your boss (who's not involved in the change management)?

Change management happens at many levels. Ultimately, you don't have the time nor the money to reach each employee individually. It is key for managers to be change management agents.

That means a large amount of change management focus should be on preparing managers in being effective in their role.
