What is the best approach to negotaite for resource when your manager has decided to ramp-down the resources from project?

I fell the best way to handle this situation is to quantity the activities and tag them to resource. what your best bet?

What is driving the manager's decision? Are these people being assigned to a higher priority project? Without understanding the context behind the decision, it would be hard to provide helpful guidance. Depending on the context, you might be able to influence a change to the decision, escalate the situation to someone who can influence the decision or accept it and treat it as a project change.

Simple: you do not own the project. Project owner are those that agree on starting a project becuase they need to create a product/service/result to achieve a business goal. So, go to the project owner and tell him about the scenarios that will happend due to the situation.
