Who should PM escalate to if team resource being used in other project in the exam?

Start by talking with the team member but if they are unable/unwilling to change this behavior, speak with their people/functional manager if you are in a matrix or functional organization structure.

Escalation could be in response to a negative risk or to a situation. Whom and how to escalate depends on two things:

1) The situation and context.
2) The escalation plan and governance structure.

Sometimes you need to escalate to the sponsor if it exceeds your authority or to other relevant part of the organization.
