We have a governance process based on stage gate method. https://www.stage-gate.com/discovery-to-launch-process/ I was in charge to define the process. You have to define the gates and you have to define the workflow to use into each gate to decide if the project has to be killed, put on hold, continue. Gates can be defined with focus on organizational risks, for example to decide after business case, requirements, design, go live, close. Remember a project is for creating a solution. The project by itself has not value except because is the mean to create a solution.

Gates are customized to the needs of your project. My own employer has an enterprise level set of gates for high cost projects, but the requirements for those gates are considered trade secrets that are treated like government classified information. I have gates for the portfolio of projects under my responsibility, and those are related to maturity level, and when there are shifts in costs like before shifting from design to build or suppliers on contract.
