I Did both exams proctored mode, they are very strict about what can be near to you, you can not use paper or pens, the exam site as an embed calculator so we can perform the necessary calculations and a white board to take notes.
Anyone that intends to do an a proctored exam should enter in the platform 30 minutes earlier, because the inspection mechanism take some time, they what to see through the camera all the room, all room walls a floor, the table where you have the PC should be clear of devices , books and papers of any kind, the cell phone should be near you so you can reach if they try to contact you for any reason but far enough to not allow to be used during the exam.
You must maintain the room in silence, no one can enter in the room otherwise the exam could be canceled, you can not read the questions out load, if you do you will be warned by the operator and you cannot get out of the chair or leave the radius of the camera image during the exam.
I think i give you a pretty good idea how the exam is performed.

I have three times for CAPM online proctored and every time I have strange problem ( Firewall, no video feed record and no proctored staff does not answer to you).
However regarding your question I think it was mentioned to use only and only whiteboard.
