Wanted: Sample Project Plan for implementing a new gov't agency

I've been tasked with developing an project plan for the implementation of three agencies who will manage the permitting process in Puerto Rico.

The workstreams involved are:

* Organization
* Facilities
* IT
* Change Management
* Policies & Procedures
* Training

This is definitely a non-trivial project, and I want to collect as much input before I put this together.

Oh BTW, "lights on" for the new agencies is 1 December 2010 :-(

So - you are seeking help with putting together the right documentation?... or do you want advices from people with similar programmes with multiple projects?
