Governance around multiple releases

I have 2 major releases coming up in the next 8 months. Each release has 3-4 sub-releases. The scope and dates are fixed. Since there are many sub releases, what is the best approach for governance? Should I have 2 separate governance - one for each major release or one governance for all releases ?

Your overall project governance model should be defined with key stakeholders early on and then it should only evolve as needed to respond to changes or issues.

Governance from an execution perspective is a broad term, so are you referring to the "go live" decision making for a given release/sub-release?

If so, you'd likely still want to do a decision point for each sub-release, but the effort spent and number of stakeholders might be less for sub-releases vs. major releases.

Do you have a project manager or Scrum Master that manages the project?
What is your project & product methodology? It sounds like it is a mix of waterfall, Agile and laissez-faire but can you describe it to us?
