First of all, the PMBOK as other related documention are just guides with best practices on them. It does mean you have to select what best fits for the initiative you will lead. To put it in the frarmework of roles defined by the PMI this is something must be done before a project exists and the business analyst (BA) is in charge of it because the BA performs the critical activiy of analyzing the current situation and help the organization to create the solution to put it on the desire situation. Solution is equal to "the thing to be created" (product/result/service) plus "the way" to create it (project). That´s called "needs analysis" in the PMI related standard and it is a best practice to be stated inside the business case which is the main document to approved the investment. With basement into "the thing" to be created and the environment "the way" is defined and I mentioned is a best practice that "the way" will be stated inside the business case at the level of detail it can be done. Here is where the project manager and the team have to define what to do (deliverables), when to do it (schedule), how to do it (tools and techniques), who will do it (people and other) all these stuff linked by the life cycle and approach. Including it, the team can decide to use what the PMBOK stated or not.
