Earned Schedule is a concept that is a well-accepted method for time management. Has anyone implemented this on Time and material contracts like unit rate contracts? If yes, how?

Yes. In fact, in my personal experience, is better than using earned value. Perhaps I did not understand your point but in my case there is not problem to implement it "as-is". it does not depend of the contract type. It depends on if your focus is cost (earned value) or it is schedule.

Thanks! The focus would be both cost and schedule.

My experience has taught me to separate the Theoretical Schedule (made by P6 schedulers with scheduler skills that do not usually match closely with the Actual field activities.
In my opinion, Earned Value is reality. Hopefully, your Project Manager has matched the Schedule of Values accurately to the Stage Gates/Sequence of Operations to match the expenses and Income for the Project. This review and negotiation usually occurs just prior to Contract Execution, and hopefully makes your Progress Payments a Smooth Ride (my PMP technical term!)
