Two points I was trying to make:
1) The Baseline is derived from the agreed to scope and constraints. The Charter authorizes the PM to deliver the defined scope within the stated constraints. Thus if the scope and constraints change, the Charter changes (the PM is authorized to deliver accordingly) as does the baseline. One can't change independent of the other.
2) If the baseline is adjusted to reflect all project changes and constraints it becomes the "actual" and ultimately you are comparing the final with itself.
This is common on government projects where everything is adjusted throughout the program such that the final deliverable is consistent with the plan because the plan has been adjusted to reflect the actual performance. Saving Changes...
