How a PM fix the broken supply chain from COVID -19 crisis ? Any ideas from Seniors. Thanks

Once Bill Gates said, with the pandemic situation entire supply chain breakdown. How much involvement needed from a PM in the organization to fix the broken supply chain. I am curious to know is any ideas from seniors in this context? Thanks

Gates was speaking about supply chain breakdowns at a national (as opposed to company) level. To resolve the issues and to make the supply chains for critical products more resilient would require coordinated effort between public and private sectors, potentially spanning multiple countries. This would definitely be a program (not a project) but the level of engagement and buy-in required for success would be huge.

Some people said what it is better for their proposes. Supplier Change is a dynamic component inside operations (mainly) and can be impacted but mainly improved using lot of process and techniques, pandemic or not in place. PM has to participate in facilitating everything that could impact their projects.

PM has to directly or indirectly be part of topics which are affecting the project.
The supply chain issues are no different. But pandemic situation like this need more coordinated effort not only at project level but also support from all relevant stakeholders including governments.

Supply chains can be looked at from different levels

- global / national is been taken care of by cross-national agreements, including looking at different suppliers, embargoes, taxes and sanctions, disasters (think oil, think tsunami, think Brexit) - the impact on projects is probably not only from the supply chain side, but also financing, political etc

- company level is being taken care of by SCM and procurement functions, mostly for operations not projects, establishing/activating new suppliers, moving production along the value chain etc. (think automotive in EU) - the impact on projects is low compared to operations/production/sales

- project level must and can be managed by the project, hopefully if risk response planning was done without a problem. I saw projects lending an excavator over a weekend to lay cables - just find solutions to your project problems. Or quick buildups to the Iraq war, Colin Powell talked about his supply chain problem. On a project level, you can act much more decisively as on a company or global level.
