How to implement schedule, quality, improvement, cost, people metrics in an engineering team?

Boeing is implementing a enterprise wide initiative to track metrics such as schedule, quality, improvement, cost, and people. I manage projects in an engineering team and am wondering if there are any tools or templates that exist so that I don't have to reinvent the wheel.
