Can I use Microsoft project professional 2013 to get a resource allocation for like 15 individual projects in one master project file?

Yes - this can be done by using a shared resource pool. However, be aware that when you do this there is always the potential for the resource pool to get locked by one user with no one else being able to modify it.

I found back when Microsoft provided an ODBC driver which allowed you to save MPT data in a SQL Server database without having to purchase the enterprise version of MSP it was a lot more robust than using standalone MPT files.
