An output is something produced by an activity. Construction is not something produced by design but could be an activity following design which uses the output of design as an input.
In an iterative approach, you might build a bit to give you insights that help you refine your design whereas in a strictly deterministic approach, you would complete your design before commencing construction.

What does mean construction? That has to be decided in the framework of the solution life cycle you are using (solution life cycle is beyond project life cycle). There are a lot of debate outside there on the matter. The same for design. In a greenfield project (new construction) I would consider construction activity as an output of design and an input to ultimate usage - production.
In a rebuild or restoration project design and construction can become integrated in that design is input to construction and construction becomes input to design as site conditions are defined through construction.As with new construction both design and construction are inputs into final usage. It can be either. As an output it could be architects handing off a design to engineering who figures out how to build it. As an input it could be understanding the construction to design a producible project like using DFMA, or something unexpected occurs during construction that requires a design change.

Entiendo dos cosas de tu pregunta @ali_Jousef que deseas saber porque el diseño se atrasa aun en los procesos de construcción, y el porque no se puede definir todo antes de iniciar...eso pasa en todos los procesos de construcción, ya que el diseño es parte de ese mismo proceso... es normal que el proceso de diseño se prolonge a lo largo del proyecto,pero si se debe poner limites, y por eso es muy necesario hacer una buena planificacion del proyecto siempre, por eso creo que es importante hacer el acta de constitucion y definir muy bien a los interesados... pero si es muy importante definir todos los procesos paso a paso...
