Empire state building --from sketches to commissioning in 18 months

This is a paragraph about the Empire state 102 storied building the the tallest building in the world on 1st May 1931.
"The program was short enough—a fixed budget, no space more than 28 feet from window to corridor, as many stories of such space as possible, an exterior of limestone, and completion date of [May 1], 1931, which meant a year and six months from the beginning of sketches."
Prior to 2000 there was no Agile methodology established , Critical path method was not yet developed ( It got developed in 1950) ,still the this huge project was completed from NOV 29 to May 31. This building is having height of 479 m,area of 208879 sq m .and cost of 410 million dollars. It remained highest building in the world till 1971.
Today with the new technologies and all developed methods it sems extra ordinarily difficult to achieve this performance.
What Project Managerial philosophy ,pronciples and pracitices must have been followes to acieve this and are there any learnings recorded from this huge project. Can we imagine ?

Can agile and newer technologies make this building possible in lesser project time /duration than 18 months if built today

I would not necessarily link the building time to a specific (project) management approach, but rather to the existence of more modern and efficient technologies.

In fact, in 2015 China erected a 57-storey skyscraper in only 19 days, which is claimed to be the world's fastest builder.

Agile is not a method, not IT/Software related only, not a mindset and principles. Agile was born as an alternative to Lean and Lean was created from Toyota TPS and Toyota TPS was created when the owner and founder of Toyota were in the USA inside Ford Motors Company and after the world when he saw the way storage and markets run. So, you can find lot of Agile examples outside there, starting from people daily life and mainly when they are in survivor mode.

I agree with you that in china the Prefab building was costructed in 2015 in 19 days and this knowledge is there in public domain.
Probably i could not reach you.I am Sorry.
My point was with all the new/ modern approaches and their shades and further tailoring ,had those approches been there with whatever technology was used at that time , the duration would have got shortened and quality could have been improved .
Trust I am more clear now
