As you've noted, it really depends on the purpose of the knowledge management programme. For sales/CRM related knowledge, I've found Salesforce to be the most useful. For other things, I prefer Confluence.
The power of the platforms don't just lie in the user experience, but also the capabilities in monitoring views and traffic. This allows you to gain a sense of the type of knowledge being consumed, etc. Also integrates different types of knowledge (i.e. notes in Salesforce and JIRA linkage in Confluence). Saving Changes...
If you are looking to measure the benefits of knowledge management programs, you'd have to start with a baseline tied to the specific objectives of the KM program.
Candidate measures could include:
- Reduction in defects
- Reduction in cycle time
- Increased throughput
- Reduced attrition
